2023 EUROPEAN VIDEO GAMES INDUSTRY INSIGHT REPORT


2023 was a challenging year for the European video game industry, marked by signs of economic contraction but also by clear signs of employment resilience.
The recent European report on the video game industry, produced by the European Games Developer Federation (EGDF) with the support of Video Games Europe, paints a more nuanced picture than previous perceptions, demonstrating how the sector has successfully navigated the challenges while maintaining its strategic relevance.

The Market: Slight Contraction

According to the report, the total revenue of the European video game industry slightly decreased, from €18.9 billion in 2022 to €18.7 billion in 2023. This figure includes revenues from both development studios and European publishers, confirming that even major market players faced a more challenging economic environment. While some data is missing for key markets like France and Poland, the report identifies major development hubs not only in countries with large markets but also in those with high concentrations of professionals: the UK, Turkey, and Sweden emerge as central employment hubs.

Employment: A Resilient Sector

Despite the slight revenue decline, the European video game industry has shown a remarkable ability to maintain and even increase employment. The number of employees rose from 90,000 to 91,000—a modest but significant increase in uncertain economic conditions. This outcome is partly due to the sector’s ability to absorb the impact of global layoffs and public support mechanisms. The UK, Sweden, and Germany, in particular, continue to be centers of excellence for industry employment.

Innovation, Sustainability, and Future Challenges

The report also highlights the crucial role of emerging technologies such as artificial intelligence, cloud gaming, and immersive realities like virtual reality. At the same time, challenges related to sustainability and regulation are emerging: while the main focus remains on economic and employment data, it is clear that the European industry will need to continue balancing innovation and regulatory compliance without hindering growth.
